In 2010 I approached a master mason responsible for all of the basement and underground parking structures in Phoenix about bidding for a project like this to control Maricopa County's lost rainwater during our flood and monsoon season. I was brushed off as a crazy person because describing a project like this sounds too monumental to be of value to people who historically do not care about the environment or renewable energy. I was told every year the problems due to massive rainwater damage and flooding create annual jobs the state can bank on. No biggie, I just decided to bring more dust instead.

Wow!! Is this in Saitama?

@PropagandaBuster Yes it was very clean because usually it is a restricted area :-) And fortunately for me as a tax-payer this property works well to prevent floods.

Absolutely phenomenal. All that cement and no graffiti? Japan is blessed not to have bottom-feeders to deface public and private property with spray paint. I love the video shot of the downward stairs how deep they went. The place was so clean. I have seen hospitals less desirable. Thanks for posting and sharing.
