I still believe Root A Kaneki was stronger than Haise Sasaki. One Eyed King Kaneki is basically Root A Kaneki just a lot more powerful.

Pretty sure Awakened Kaneki is the strongest - trained, cannibalized and became a half-kakuja. Whereas The Black Reaper lost to Arima, Awakened Kaneki become a full kakuja and fought better than 'Akaneki'. Still the red hair is beast and didn't die against Eto so he definitely is the second strongest. Also Awakened Kaneki was the persona which allowed him to be the One Eyed King.
