I've noticed that most of those cities listed are in areas that are generally left ("Socialist") leaning.
This is not surprising to me. Historically the areas you find the greatest gaps between rich and poor, or where the poor have the most difficult time bettering their circumstances, are in those areas that are considerably left leaning in Economic and Political policies or those that favor central control of power. -
This shows why we need (Universal Basic Income).

most of the people who are poor in the cities of Europe like the UK are migrants from south asia and north africa some native born citizens while in U.S. cities afro americans are poorer similar thing as immigrants too but Hispanics immigrants are more living in poverty

the labor in dubai are not slaves, they were paid people, however you can argue that they pay falls far below the required living standards of dubai. and illegal immigration is a source of poverty in UAE and arabian gulf countries.

New York city has such high homeless rates because people come to it looking for jobs because they think that going to an urban area will have plenty of jobs and or looking to get discovered as a singer/actor/broadway star. Some are also runaways with the same idea. NYC has tons of soup kitchen and shelters to help feed and shelter them and many programs to help people get jobs and then get into homes.
