I think you need to stay here a little longer and learn a little more, in Japan husbands give all their money to their wives. Traditionaly there was no banks for a long time, and lots of old people didn't have banks till recently. Companies used to pay in cash and the husbands would give that to their wives. It is their job as a housewife to do shopping for what they need. Now there are credit cards that are becoming popular. Japan is a cash society, so they are trying to say in the comercial "everyday shopping can be done with not just cash, but now credit card". I think it is ignorant to say what does it say about society. Japanese society is very good. People live long, it is safe, education standards are high, and the outside world views Japanese as rich. Infact, new booms of women chosing not to have kids and work and never get married is straining the economy. There are no babies being born, there is a population crisis. There is a kids without parents to watch them crisis, with this boom of mothers who want to toss their kids into daycare so they can work. This is causing strains on society.
