I was based near Shinagawa during my recent stay in Tokyo, really anyone going to visit Tokyo if you can get you accommodation make it near Shinagawa, Tamachi ( Where I stayed) or anywhere along Yamanote Line as its the line that can get you around the city and the line that has all the famous places to visit like Harajuku , Shibuya , Shinjuku and of course Shinagawa where you can catch the Shinkasen (Bullet Train) . And if you dont get you a JR Rail Pass before you leave your country don't fear get a Suica card it can be used on Rail & Monorail, Subway. But most of all ENJOY its amazing city and if you can catch the train down to Kamakura and see the beautiful shrines, Buddha. I went in August which is Summer in Japan, I was amazed it was much hotter than Sydney Summer mostly because of the high humidity, but whenever you go it will be amazing.
