"The Metropolitan Area Outer Underground Discharge Channel" http://www.ktr.mlit.go.jp/edogawa/works/saigai/sonae/gaikaku/g-cans/english/index.html This building (which was constructed for about 13 years, from March, 1993 to June, 2006) is an underground tailrace of the world's largest class that takes the flood of a small and medium-sized river in the metropolitan area under the soil, and throws into Edogawa River through the tunnel of 6.3km in the total extension where 50m in the bottom of the earth is carried out.
