I just dont get it. If space is such a problem and property is so expensive. Why didnt the Japanese live in secondary cities such as Nagoya or Kobe. More than 30% of Japan's total population is living in the Tokyo metropolitan area. That is crazy. The authority better distribute their population back proportionately.
