Actually, if you look at what used to be legal in Japan compared to what the laws are now, I'd say if anything they're walking things back a bit from what they were. Consider this, before 1999, it was legal to produce and distribute soft core child pornography in Japan. It was actually less censored than adult porn because prepubescent girls don't have pubic hair which was required by law to be censored. Possession of child porn in Japan also used to be legal until very recently, with the first law being introduced in 2014 and not being enforced until 2015.
Vice is acting like this is some new sensation that they've just now uncovered when in all actuality enjo kosai has been around for decades and is probably less prevalent than it was in previous years. I'm also not convinced that the employees of the "cafe" shown here are actually underage. I would actually bet dollars to donuts that they are not. It would be so much easier for a wide variety of reasons both legal and socioeconomic to just hire young looking adult women around 18-24. Japanese women in that age range tend to be younger looking than Western women of the same age anyway. -

About the man in the end of the video... Have you guys asked his permission to show his footage? This wasn't a public space and it was recorded secretly, plus he wasnt doing anything illegal, so its probably illegal to use it , especially since you make money of it. He could sue you. I would , at least, if I was him.

But... they're "schoolgirls" in the sense of the (admittedly creepy in western culture) Japanese fashion obsession with the "loli/schoolgirl" LOOK ...but I didn't see anyone that looked like they were high-school age or younger. Being aesthetically attracted to girls in their late teens/early twenties is ubiquitous, and genetic.
In Japan "schoolgirl" doesn't have the same baggage attached to it as it does elsewhere.
In the US no one would let you open a "jailbait" cafe... but I doubt anyone would flinch much at a "sorority girl" cafe.
Regardless of the country, if underage girls are being prostituted, that's abhorrent.
But, at least in this clip, I didn't see anyone below 20, and don't Asians often look younger than their physical age? -

I was in Japan for 3 years. One thing that I can say about this culture is the safety of the environment - as for the low crime rate. Japan has a unique way of doing things and I must say that it is far too complex to explain in a 3 minute video. I will also add that, just because women dress up in "schoolgirl" uniforms, doesn't mean that they're underage. I knew a young lady that was going to Tokyo University that did things things like this just for a part-time job. Not all of these women are having sex with visitors. You pay for the experience and the company, if that is your thing. I have to say that I really have never understood the Japanese male cultures' desire for women in little "schoolgirl" uniforms but I'm just an outsider and never studied the culture of Japanese taboos completely in my time there. What I have always found amazing is how Japanese women look. Even the ones that are in their mid twenties to early thirties look younger then the average women in America. I saw that many of the women took good care of their skin and did not eat food with as much grease, and it was always amazing me that women looked young most of the time. They do not have very curvy physiques in general, therefore older women still looked like teens-as they looked in America before food made girls bodies turn curvy and mature at an early age..aka engineered food products. The Japanese people in general are smaller as well therefore many men looked younger as well. Anyway, they "sell males" the same way. Women come in and "pay for the experience and the company". Sadly, many of the Japanese were sad and alone and needed "friends", even if they were not "real". They usually did not have the chance to "open up" on their jobs or in their professional settings the same way we can in America or Israel.

Looking this in perspective differently, some of this old man might just want to relieve their old memory of high school or maybe they just simply want to talk to somebody young as old enough as their daughter...but, it was indeed a trade business, so, looking from that perspective, human are resources and property.
