Pensacola FL Judo Tournament Held 2/2/13. Her first match of the tournament against a higher ranked opponent. This was the 10-11 year old medium division. The blue gi player was a green belt and the white gi player was a brown belt. Blue player won the division.

The girl in white is no brown belt - No child at the age of 11 can be brown belt in Judo, because brown belts must be accepted in national federation, and the exam includes strangulations and locks which children under 13 are not allowed to train or use.
If she is a brown belt, the the club where she trains at is not serious... -

In the UK, if your very good - the earliest you could possibly get your brown belt is 16 years plus. (unlike in karate where they give out black belts like smarties)
