free tampons..and pads there, too maybe? i was wondering why you said you'd never seen that before - until you explained you meant re: that they were free, lol!!
i have yet to visit Japan but i watch a lot of videos by ex-pats, mostly English teachers there - and learned from them about the honesty factor in Japan re: many situations as compared to too much of the lack of that in many western nations.
we have a locally owned chain of stores here in Oregon, USA -mostly wholisticallly oriented and a small part lf their stock is made up of conventional food and various household items...and the owners also provid free women's sanitary products..in small woven baskets on the counter next to the sinks in the bathroom (store name: New Seasons)..also, it has been awhile but pretty sure i've seen the same thing in many of the Whole Foods brand of stores as well...it works out ok, i believe, because the demographic, mostly, in those grocery shops is, overall, more trustworthy - meaning most ladies aren't going to try and stock up by taking everything in the basket home with them.. but no way, imho, would that work re: bathrooms in more typical, conventional grocery stores..which is why, where they can still be found, there remain the maxi-pad and tampon vending machines that require payment...but all that aside, i think it's a very thoughtful and compassionate thing to do, to provide those products for us - esp, when they're free! ☺

in America in Cleveland Ohio there is a club I go to named forward they hair flat irons , Mac makeup and some nights they have free professional makeup artists ,pads , and ECT in the bathroom . also the club is made out of old train cabs stacked up on top of each other .
