There, he should buy black sapphires, which are being sold for a fraction of their "true value". My rule of thumb is if I am in a foreign country and a stranger mentions to me about something dealing with money or buying something I think of scam and pass.

When I was in Thailand we bought a ring thinking it was fake from an export centre and when we got home we got it valued by a jeweller friend and it turned out to be worth 2 or 3 times more than we payed for it
