Raising your hand in America is totally normal actually. I personally only do it on rare occasions but it's not rude. Whenever I want a waiters attention I either say "excuse me" to one passing by or make eye contact with one. Yelling on the other hand...yeah that's rude for sure lol.

I have a question, how to best start to learn japanese? Or rather, where to start? There is a ton of videos on youtube but everyone says something else. Since you have been in Japan for several years you must have some experience.

I don't get the "excuse me" thing. We do that all the time, you rise your hand and just say it. And I'm western AND american, well, you wouldn't consider me american, because I am from a latino country... but I'm still western, and there is nothing rude about it for me. You real americans seem too sensible about it in my opinion.
