I'm heading to Nagano today from Tokyo. The Rail Go Service is still operating. And these directions were really useful. We got there in 2 minutes after leaving the Tokyo Station - South exit. We stored 2 large suitcases for 3 days for 3500 yen. So yeah, it still operating and its 2016.
